Toulon man faces child-porn charges

Several felonies for Nowlan since June

TOULON – A Toulon man who has been charged with multiple felonies since June was arrested on Sept. 6 and subsequently charged with several counts of possession of child pornography, a Class 3 felony.

Alex R. Nowlan, 32, of Toulon was arrested by the Toulon Police Department after he was observed driving a vehicle in Toulon around 1:30 p.m. After a brief pursuit and brief resistance, he was taken into custody, according to a news release by the Toulon Police Department.

Nowlan was transported to the Bureau County Jail for booking and incarceration. Nowlan is to remain incarcerated in Bureau County as a result of a Sept. 8 detention hearing in Lacon’s Marshall County Circuit Court in front of Judge James A. Mack.

Mack rejected requests for Nowlan’s pretrial release.

Nowlan now has six felony charges issued against him in four months. He is scheduled for an Oct. 3 court appearance with his attorney, Kevin F. Sullivan of Peoria, before Mack.

Patrick Murphy has been named as prosecutor for the cases in Stark’s Circuit Court. Stark County State’s Attorney Austin King recused himself from the case due to a conflict.


Nowlan was charged, according to court documentation, with unlawful restraint of a woman while at a residence on Tonti Road in Toulon and was arrested by Stark County Deputy Calib Ingle for a Class 4 felony on or about June 28.

Nowlan was arrested by Toulon Police Officer Scott Waldrup and charged on or about July 24 with Class 4 felony cocaine possession and three misdemeanor charges of possession of a Walther 9-mm handgun without a valid Firearms Owners Identification card, DUI on drugs and no window treatment.

Additionally, Nowlan was arrested by Waldrup on or about Aug. 18 for a Class 4 felony charge of harassment/threaten a person/kill, and a Class 3 felony charge of intimidation/ physical harm plus a misdemeanor charge of violating an order of protection.

An order to have GPS monitoring was filed on Aug. 18 by King.

On Sept. 5 in Stark County Circuit Court, probable cause was found and an arrest warrant was issued for Nowlan.

He was charged with six counts of Class 3 felony child pornography, Class 4 felony possession of cocaine, a misdemeanor charge of attempting to elude police and a misdemeanor charge of resisting arrest.

Child-porn charges were the result of an ongoing investigation by the Toulon Police Department that included technical assistance from the Moline Police Department. Moline officers extracted digital evidence from electronic devices that belonged to Nowlan and were obtained with an Aug. 13 search warrant after a possible violation of an order of protection.
