7-8 – Lakeshia D. Jones, 37, Kewanee, was fined for improper lane usage. The citation was issued after Jones reported to authorities that she had fallen asleep while driving on Illinois Route 91 north of Toulon and drove her vehicle into the ditch.

7-9 – Jaylon A. Reints, 19, Rock Falls, was cited for speeding 78 mph in a 55 zone, driving on a suspended registration and driving without vehicle insurance. His vehicle was impounded and he was issued a court date to appear.

7-13 – Theresa A. Rosado, 55, Elmwood Park, was cited for speeding 68 mph in a 55 zone.
Incidents & Accidents

Stark County
7-7 – Demetrious R. Arnold, 38, Virginia, was arrested for two
charges of possession of a controlled substance with less than 15 grams,
and cited for possession of adult use cannabis in a vehicle and driving
while his license was revoked. His vehicle was towed to the sheriff’s
impound and Arnold was later released with a notice to appear.

7-10 – Victor W. Koelling, 76, Toulon, was arrested for improper lane usage, driving while his license was suspended, driving on an expired registration, illegal transportation of alcohol, driving under the influence, and driving under the influence with a blood alcohol content over .08. His vehicle was impounded and he was taken into custody and transported to the Bureau County Jail. On July 13 Koelling appeared in court and was ordered to be outfitted with a “scram” bracelet and ordered to abide by the legal terms of the monitoring device before he would be released.

7-12 – A two-vehicle accident occurred on 1700E and 400N in rural Wyoming. Drivers were James N. Headley, 45, of Buda, and Paul E. Bauer, 61, of Lacon. According to the accident report Bauer told authorities he was traveling east on 400N behind Headley when he attempted to pass. Headley reportedly attempted to make a left-hand turn when he collided with Bauer’s passing truck. No injuries were reported but Headley was cited for driving on a revoked driver’s license. He was issued a notice to appear. Both trucks were towed with estimated damages over $1,500 on each vehicle.

7-12 – A deer-related vehicle accident occurred on Illinois Rte. 93 near Castleton Rd. Driver was Sarah M. Bruecks, 43, of Bradford. No injuries were reported. The vehicle sustained estimated damages over $1,500.

7-12 – A possible battery was reported by the owner of My Place in Bradford. The incident reportedly involved a patron at the establishment. The incident remains under investigation.

7-14 – Julie M. Hicks, of Toulon, reported a burglary from her rented storage unit in Toulon. Hicks reported to authorities that several missing vehicle related items were taken from the facility. The lock was discovered broken and all the stored items had been taken.

Officer dispatched:


7-8 – to the Rte. 34 / Rte. 17 junction for a utility pole and wire that was struck by an unknown vehicle that left the scene. Ameren was notified for repairs.

7-8 – to the 400 block of SE 7th Ave. for a dog-bite complaint. A subject was bitten on the finger by their own dog.

7-9 – to the 200 block of NW 5th St. for a burglary complaint involving a suicidal subject who broke into a home and stole and loaded firearm, while leaving a suicide note behind. The offender was located several days later and the firearm was returned. The complainant declined to pursue charges.

7-9 – to the 300 block of SW 3rd St. for an unknown complaint. The subject was having a mental health crisis.

7-9 – Officer was notified that a subject in the 500 block of NW 2nd St. was planning to have a controlled burn. No issues were reported.

7-10 – Officer was notified that a vehicle was being repossessed in the 300 block of SE 1st Ave. No issues were reported.

7-10 – Officer saw three solicitors walking in the 400 block of SE 6th Ave. The subjects did not have a permit and were told to cease their activities until a permit was obtained.

7-10 – to the 900 block of SE 2nd St. to recover a set of car keys that had been found. The owner soon called and the keys were returned.

7-11 – to a residence on NE 5th Ave. to check the welfare of a subject. The resident had recently been moved to a nursing home.

7-11 – Officer requested by the Kewanee Police Department to check a Galva address for a suspect in a disorderly conduct complaint they were handling.

7-11 – to the 400 block of SE 1st St. for a domestic disturbance. As the result, Shandi Gustafson, 38, of Galva, was arrested for domestic battery and resisting or obstructing a police officer. She was taken to the Henry County Jail.

7-12 – to the 600 block of SE 2nd St. to assist a motorist. A wrecker ultimately removed the disabled car.

7-12 – to the 400 block of SE 1st St. to remove an unwanted subject.

7-13 – Contact was made with a missing person-endangered from several days earlier. The missing persons info was removed from LEADS computer.

7-14 – to the NE 2nd St. railroad crossing after a vehicle got stuck on the tracks. Within a few minutes, an eastbound Amtrak came through and struck the disabled vehicle, which was unoccupied at this time. The vehicle received significant damage but no injuries were reported.
