Incidents & Accidents
Stark County
6-7 – Ronald L. Roach, 52, Wyoming, was cited for driving an
uninsured vehicle.
6-13 – Jacob D. Utenage, 38, Kewanee, arrested for theft, burglary, resisting or obstructing a peace officer, and criminal trespass to real property in Stark County. Utenage was taken into custody after fleeing from authorities following two separate foot pursuits near Elmira. Authorities from both Stark and Henry counties assisted in the incident and eventual arrest. Utenage was originally booked into the Stark County Jail but later was extradited to the Henry County Jail on pending multiple charges he faces in Henry County.
6-16 – Richard E. Busch, 60, Downers Grove, was arrested for operating a commercial vehicle with a canceled CDL, speeding 69 mph in a 55 zone, unlawful display of a registration on a trailer, and unlawful display of registration of a tractor. He posted $150 cash bond and was released with a court date to appear.
6-16 – Justin K. Dozard, 38, Bradford, was arrested for domestic battery. He posted $500 cash bond and was released.
6-17 – Michael C. Dougherty, 28, Toulon, was arrested for criminal trespass to a vehicle. He was released with a notice to appear. Later that same day Dougherty was arrested a second time and was charged with battery and for resisting and or obstructing a peace office. He posted $1,000 cash bond and was released with a court date to appear.
6-17 – Michael D. Tucker, 24, Chillicothe, was arrested from criminal trespass to property and criminal damage to property. He was later released with a notice to appear in court.
6-18 – James L. C. Junker, 22, Castleton, was arrested for driving while his license was suspended and cited for excessive noise and or loud muffler, no rear registration light, no vehicle insurance, and driving while his license was suspended. He was released with a notice to appear.

Officer dispatched:
6-13 – Officer spoke to a subject by telephone about a possible animal neglect complaint. After hearing the location, the caller was referred to Knox County.
6-13 – to a residence on NE 9th St. to remove an unwanted subject.
6-14 – to the 200 block of Morgan Rd. for an activated fire alarm. Police officer contacted a custodian to check the situation. It was a false alarm.
6-14 – to the NE 6 th Ave. railroad crossing for a crossing arm malfunction. BNSF was contacted for repairs.
6-15 – to a resident at the Galva Police Department in reference to an attempted scam involving Publishers’ Clearing House.
6-16 – to assist Stark County Medic with a subject who rolled a lawn mower on North Center Avenue.
6-16 – to the 300 block of SW 3rd St. for a utility complaint involving a power line down. The fire department and Ameren also responded.
6-16 – to the 400 block of SE 7th Ave. for a barking dog complaint.
6-16 – to a residence on NE 2nd St. for a welfare check.
6-17 – to a theft complaint in the 00 block of Wallace St.
6-18 – to the 400 block of E. Division St. for a loose-dog complaint.
6-18 – along with the fire department to respond to a barn fire on Midland Road south of Route 34. It was a controlled burn that had not been reported.
6-18 – to the 00 block of SW 2nd St. to retrieve a wallet that had been accidently left. It was returned to the owner.
6-18 – to the 1000 block of SE 6th St. for a 911 call. The caller was not cooperative and refused to answer any questions.
6-18 – to a residence on SE 7th Ave. to remove an unwanted subject.
6-18 – to the area around Morgan Road for a fireworks complaint.
6-18 – to a fireworks complaint in the 00 block of NE 6th St.
6-19 – to an activated fire alarm in the 1000 block of N. Center Ave.
6-19 – to a residence on NE 9th St. for a welfare check.
6-19 – to a residence on NE 1st St. to assist the ambulance with an unruly patient.
6-19 – to the 100 block of SE 6th Ave. for a battery complaint. The victim did not want to pursue charges.
6-15 – Chad Kubec, 27, Galva, was issued citations for operating a vehicle with expired registration and operating an uninsured vehicle in the 00 block of Chester St.
6-19 – Mack Carter, 20, Park Ridge, Ill., was issued a citation for speeding in the 1000 block of N.
